Unlikely, unless it's a matter of life and death that you have the surgery. It's generally considered "elective" and (in my experience at least) universal health care in most countries either doesn't cover that kind of thing at all, or you have to wait years to get it. Literally years. In England, many people buy supplementary insurance to cover things like that.
